A lighting upgrade can make a shop floor, warehouse or office look better overnight. It can also create costly problems if emergency routes are poorly lit, controls are incorrectly wired, or the work is not properly documented. This commercial lighting compliance guide explains what New Zealand business owners and facilities managers need to consider before replacing fittings, changing lighting layouts or planning a full fit-out.
The practical goal is straightforward: lighting must suit the work being done, support safe movement through the building, meet applicable electrical and building requirements, and remain maintainable after handover. The exact compliance pathway depends on the building, the scope of work and whether the installation is new, altered or simply being maintained.
Start with the building and the job being done
Commercial lighting is not just a question of how bright a space feels. A reception area, a food preparation room, a workshop and a loading bay have different risks, visual tasks and operating hours. Lighting that is adequate for a quiet office may be unsuitable around moving machinery, stairs, wet areas or vehicle access.
Before selecting fittings, assess each area’s intended use. Consider task visibility, glare, shadows, colour rendering, ceiling height, natural light, reflected surfaces and the people who use the space. Include cleaners, contractors, customers and staff working early or late shifts, not only the main daytime team.
This assessment should also identify difficult environments. Damp, dusty, corrosive or high-impact locations may require fittings with suitable ingress protection, impact ratings and mounting methods. In a cool store, workshop or rural shed, an inexpensive indoor fitting can fail early or become a safety issue if it is not designed for the conditions.

A compliant project generally brings together electrical safety, building performance, emergency provisions and workplace safety. These areas overlap, but they are not interchangeable.
Electrical installation safety
Commercial lighting work must comply with New Zealand electrical safety legislation and the standards that apply to the installation. AS/NZS 3000, commonly called the Wiring Rules, is central to how electrical work is designed, installed, protected and verified. It covers matters such as wiring systems, circuit protection, earthing, isolation, accessibility and selection of equipment for the environment.
For a lighting upgrade, this can mean checking more than the new luminaires. Existing circuits may have limited capacity, unsuitable protection, deteriorated cables or switchboards that no longer support the proposed arrangement. Adding LED fittings often reduces running load, but it does not automatically make an old circuit safe or suitable.
Work involving prescribed electrical work must be completed and certified by appropriately authorised electrical workers. Depending on the scope, the required documentation may include a Certificate of Compliance and an Electrical Safety Certificate. Keep these documents with the property’s electrical records. They provide evidence of the work performed and make future maintenance, leasing and insurance discussions far easier.
Energy efficiency and lighting controls
Lighting is a major operating cost in many commercial premises, particularly where lights run long hours or illuminate large areas. New work and substantial alterations may need to address the relevant New Zealand Building Code energy-efficiency requirements, including the pathway used for the project and any consent requirements.
Controls often make as much difference as the fittings themselves. Occupancy sensors can suit meeting rooms, toilets, storage areas and back-of-house spaces. Daylight harvesting can reduce output near windows or skylights. Timers and zoning help prevent an entire tenancy being lit when only one section is in use.
There is a trade-off. Aggressive sensor settings can frustrate staff, create dark patches or shorten driver life through excessive switching. A good design uses controls where they genuinely suit the activity, then commissions them with input from the people using the premises.
Emergency lighting and exit signs
Normal lighting and emergency lighting have different jobs. If mains power fails, emergency lighting must help occupants find a safe path out, while exit signs identify escape routes and exits. The design, installation and ongoing maintenance of these systems are commonly assessed against the relevant emergency lighting standards, including the AS/NZS 2293 series, as well as the building’s fire and evacuation arrangements.
Do not assume an illuminated exit sign is compliant because it is switched on. Its location, viewing distance, backup supply, test function and ability to remain visible during a failure all matter. Changes to partitions, racking, doors or room layouts can also block signs or alter the escape route, even if the original installation was sound.
Emergency lighting needs planned testing and records. A failed battery, obstructed fitting or missing test log is usually discovered at the worst possible time: during an inspection or a real emergency. Facilities teams should include these checks in their scheduled maintenance programme rather than treating emergency fittings as fit-and-forget equipment.
Workplace health and safety
Under New Zealand health and safety duties, businesses must manage risks so far as is reasonably practicable. Lighting contributes directly to this duty. Poor illumination, glare and flicker can increase the risk of slips, incorrect reading of labels, fatigue and mistakes around equipment.
For offices and retail environments, visual comfort matters. For industrial and rural sites, safe access and clear sightlines can be more critical. External lighting also deserves attention around car parks, footpaths, delivery areas, gates and building entrances. The right approach balances visibility, security, neighbour impact and energy use. More light is not always better if it produces glare or spills into adjoining properties.
Plan the project before ordering fittings
The most reliable projects begin with a site inspection and a clear scope. A qualified electrician can review the existing installation, identify circuit limitations, confirm mounting and access requirements, and flag whether switchboard work, new cabling or emergency-lighting changes are needed.
For larger sites, develop a lighting layout that shows fitting locations, circuiting, switching zones, emergency fittings and exit signs. Record the selected fitting specifications, including their rating for the environment. This is particularly valuable in multi-site businesses, where consistent designs simplify future servicing and spare-part management.
Programme work around business operations. A staged upgrade may cost more in labour than a single shutdown, but it can be the better choice for a busy retailer, medical practice, warehouse or food operation. Isolate work areas safely, communicate access restrictions clearly and plan after-hours work where disruption would otherwise affect customers or production.
Installation is only part of compliance
Once fittings are installed, the system needs to be tested, verified and commissioned. Controls should be checked in real operating conditions, not just switched on at the end of the day. Confirm that sensors respond appropriately, dimming levels are suitable, switches are labelled, and emergency fittings perform their intended function.
At handover, retain electrical certificates, test information, product details, layouts and operating instructions. If the project includes emergency lighting, keep test records and ensure the responsible person understands the routine testing requirements. Good records are especially useful when a landlord, new facilities manager, insurer or compliance assessor needs evidence years later.
It is also worth updating maintenance plans. LED lighting has a long service life, but drivers, sensors, batteries and control gear can fail before the light source itself. Waiting until staff report dark areas often leads to reactive callouts and inconsistent light levels across the site.
Common compliance gaps after an upgrade
The most common issues are not always visible from the floor. They include emergency signs left on an unsuitable circuit, controls that override required lighting, missing electrical documentation, fittings used outside their environmental rating, and new partitions that obscure escape signage.
Another frequent problem is mixing old and new equipment without checking the whole circuit. A modern LED fitting may be efficient, but compatibility with existing dimmers, switching gear and emergency systems must be confirmed. Where a switchboard is crowded, poorly labelled or showing signs of deterioration, addressing it as part of the project may be safer and more cost-effective than deferring it.
For leased premises, clarify responsibilities early. The tenant may manage the fit-out, while the landlord remains responsible for base-building systems or approvals. Put the scope, records and ongoing maintenance obligations in writing so safety-critical items do not fall between parties.
